Maureen L. Mulvihill, Ph.D.

President, Chief Executive Officer, Co-Founder
Maureen is leading the strategy to establish NeuralGlider® as the global standard for precision brain access and delivery. A recognized medical technology entrepreneur and recipient of the 2020 Life Sciences Pennsylvania CEO of the Year Award, Maureen has spent more than 20+ years building, funding, and commercializing innovative medical technologies. Under her leadership, Actuated Medical has secured $50M+ in non-dilutive funding, built a portfolio of 43 patents, achieved 9 FDA 510(k) clearances, and received 2 Tibbetts Awards for SBIR commercialization excellence. Today, she is focused on accelerating NeuralGlider's adoption across deep brain stimulation (DBS), stereoelectroencephalography (SEEG), gene therapy delivery, neuromodulation, and brain-computer interface (BCI) applications. Maureen has built a network of neurosurgeons, neurotechnology innovators, strategic partners, and investors to advance NeuralGlider from a research platform into a foundational technology for next-generation brain therapies. She serves on the BODs of AdvaMed, AdvaMed Accel, and Life Sciences Pennsylvania, chairs the PSU Center for Biodevices Industrial Advisory Board, and serves on the Kish Bank Regional Advisory Board. She is a Goldman Sachs 10,000 Small Businesses Scholar and has completed multiple executive leadership programs focused on scaling high-growth companies. Maureen earned her Ph.D. from Penn State University.

Roger B. Bagwell, Ph.D.

Director, Neural Device Operations & Co-Founder
Roger serves as Director of Neural Device Operations at Actuated Medical, where he leads the strategic development and commercialization of the NeuralGlider® platform. His ability to identify high-value opportunities and build rigorous scientific, regulatory, and commercialization plans has been instrumental in securing significant non-dilutive funding from organizations including DARPA and the NIH, helping de-risk NeuralGlider's technical and regulatory pathway. Under his leadership, Actuated Medical has become a recognized leader within the neuroscience research and neurotechnology communities, with NeuralGlider now supporting more than 40 research groups worldwide. Roger is driving the transition of NeuralGlider from a widely adopted brain research tool to a clinical platform for applications including gene therapy delivery, deep brain stimulation, stereoelectroencephalography (SEEG), and brain-computer interfaces. He leads collaborations with leading neurosurgeons, clinical researchers, and neurotechnology companies while developing strategic partnerships that position NeuralGlider as a foundational technology for next-generation brain therapies. Roger also spearheads engagement with key opinion leaders and BCI companies to accelerate clinical adoption and expand commercial opportunities. He received his Ph.D. from Penn State University.

Christopher E. Lahr

Director, Business & Finance
Christopher is one of Actuated Medical's earliest employees and has played a critical role in the company's evolution from a research-focused startup to a growing medical device company advancing commercial products, including the NeuralGlider® platform. As Director of Business and Finance, Chris oversees the business infrastructure supporting Actuated's growth, including finance, government contract administration, human resources, information technology, cybersecurity, and corporate operations. Chris manages the company's financial operations, ensuring compliance with federal contracting requirements while coordinating with external CPA firms, government agencies, and research institution partners. He administers Actuated's portfolio of government-funded programs that have helped de-risk the development of NeuralGlider and other technologies. As the company advances toward clinical trials, FDA submissions, and commercialization, Chris has been instrumental in building the operational foundation necessary to support growth. In addition, Chris leads payroll, benefits administration, employee onboarding, corporate culture initiatives, and compliance programs while serving as the primary liaison with HR and legal partners. He also oversees Actuated's IT and cybersecurity strategy. His leadership has created a scalable operating environment that enables Actuated to pursue regulatory, clinical, manufacturing, and commercialization milestones. Chris earned his B.S. in Information Technologies from the University of Phoenix.

Douglas R. Dillon

Director, Quality Assurance & Regulatory Affairs
Doug serves as Director of Quality and Regulatory Affairs for Actuated Medical and is responsible for leading the quality, regulatory, and compliance strategy for the NeuralGlider® platform. He manages Actuated Medical's ISO 13485-certified Quality Management System and ensures that Clinical NeuralGlider is developed and manufactured in compliance with ISO 13485, ISO 14971, FDA Quality System Regulations, MDSAP requirements, and applicable international standards. Doug is leading the regulatory pathway supporting NeuralGlider's clinical translation, including the company's planned portfolio of three FDA 510(k) clearances across multiple clinical applications. He oversees design controls, risk management, verification and validation activities, regulatory submissions, and interactions with regulatory authorities, including the U.S. FDA. His expertise is instrumental in advancing NeuralGlider from a research-proven technology to a clinically approved and commercially scalable platform for deep brain stimulation, stereoelectroencephalography (SEEG), gene therapy delivery, and other next-generation neurotechnology applications. Doug earned his B.S. in Chemistry from Juniata College and his M.S. in Materials Science and Engineering from Drexel University.

Ian M. Charney

Director, Manufacturing
Ian leads the operational and manufacturing strategy for NeuralGlider®, positioning the platform for successful clinical translation, regulatory execution, and commercial launch. He is responsible for manufacturing scale-up, quality systems, verification and validation execution, design transfer, process development, supplier qualification, and FDA-compliant production readiness. Working closely with the engineering team, Ian ensures that NeuralGlider is designed not only for clinical performance but also for scalable, cost-effective manufacturing and long-term commercial success. Ian plays a critical role in advancing NeuralGlider through key development milestones, including design verification, risk mitigation, process validation, and manufacturing readiness activities required to support FDA submissions and first-in-human studies. His expertise in translating innovative technologies into robust manufacturing processes helps reduce technical and operational risk as NeuralGlider progresses toward commercialization. In addition to leading NeuralGlider manufacturing operations, Ian oversees Actuated Medical's ISO 13485-certified manufacturing facility, quality-driven production processes, and contract development and manufacturing programs. His background in both engineering and operations enables him to provide valuable design-for-manufacturability guidance throughout product development while building the infrastructure necessary to support future market growth. Ian holds a B.S. in Mechanical Engineering from the University of Pittsburgh.

Kevin A. Snook, Ph.D.

Acoustic Design Leader, R&D Engineer
Kevin is responsible for development and optimization of new device concepts as well as continued advancement and evolution of Actuated’s current technologies. He focuses on performance metrics and evaluation throughout the design process. In addition, he mentors company engineers in finite element analysis and predictive device design. Kevin has expertise in electroactive/piezoelectric materials, acoustics and photoacoustics, electronics, and active device design principles. Kevin earned his B.S. in Biomedical Engineering from Johns Hopkins University and his M.S. and Ph.D. in Bioengineering from Penn State University.

Olga M. Ocόn-Grove, Ph.D.

Clinical Site Monitor, Reimbursement Leader, Senior Scientist
Olga is responsible for determining how Actuated’s products will be received by payers and what reimbursement strategy we shall pursue via interactions with Centers for Medicare & Medicaid Services (CMS). Additionally, as clinical Site Monitor, she assists Actuated Medical’s Director Quality Assurance & Regulatory Affairs to execute and oversee ongoing clinical studies, focusing on IRB application preparation and serving as the coordinator between Actuated Medical and clinicians. Olga earned her B.S. in Animal Science from the University of Florida and both her M.S. and Ph.D. in Physiology from the Pennsylvania State University.
